Prime Minister Justin Trudeau signed the Paris Climate Agreement this morning at a ceremony at the United Nations in New York, saying Canada will use renewable energy to reduce greenhouse gas emissions. The agreement will enter into force once it has been signed by 55 countries, which have 55% of global emissions, a threshold it appears to have far exceeded on Friday. On 4 November 2019, the United States noted to the depositary its withdrawal from the Agreement, which is to take effect exactly one year after that date.  As of November 2020, 194 states and the European Union had signed the agreement. 188 states and the EU, from which about 79% of global greenhouse gas emissions escape, have ratified or acceded to the agreement, including China and India, the countries with the 1st and 3rd countries. the largest CO2 emissions among UNFCCC members.    The 197 members of the UNFCCC have signed or acceded to the Paris Agreement. With its ratification by the European Union, the agreement received enough parties to enter into force on 4 November 2016. Seven other countries have signed the Paris Agreement but have not ratified it. The Paris Agreement is an agreement within the United Nations Framework Convention on Climate Change (UNFCCC) that addresses the mitigation, adaptation and financing of greenhouse gas emissions from 2020 on or after 2020. The agreement aims to address the global threat of climate change by keeping global temperature rise well below 2 degrees Celsius above pre-administrative levels and continuing efforts to further limit the temperature increase to 1.5 degrees Celsius.
 Both the EU and its Member States are individually responsible for ratifying the Paris Agreement. A strong preference was reported for the EU and its 28 Member States to deposit their instruments of ratification at the same time to ensure that neither the EU nor its Member States commit to fulfilling obligations that belong exclusively to each other, and there was concern that there would be disagreement on each Member State`s share of the EU-wide reduction target. as well as the UK`s vote to leave the EU could delay the Paris Pact.  However, the European Parliament approved the ratification of the Paris Agreement on 4 October 2016 and the EU deposited its instruments of ratification on 5 October 2016 with several EU Member States.  On June 1, 2017, U.S. President Donald Trump announced that the U.S. would withdraw from the agreement.  Pursuant to Article 28, the Agreement, which entered into force in the United States on November 4, 2016, is the earliest possible effective withdrawal date for the United States, November 4, 2020. .
